Energy Efficiency in Massachusetts Homes: What Pays Back
Massachusetts has cold winters, expensive energy, and old housing. That combination makes efficiency work pay back faster here than in most of the country — but only if you do it in the right order, and most people do not.
Start with the audit, because it is free
Mass Save, the efficiency programme funded through utility bills and administered by the state's utilities, offers a no-cost home energy assessment to eligible residential customers. An assessor visits, evaluates the building, and identifies what would help.
The assessment typically unlocks the programme's incentives, which have included substantial coverage of insulation and air-sealing costs and rebates on qualifying equipment. Specific incentive levels and eligibility change from year to year, so confirm current terms directly rather than relying on any summary.
You are already paying for this programme through a charge on your energy bill. Not using it is leaving your own money on the table.
The correct order of work
1. Air sealing. Almost always the highest return per dollar, and almost always skipped in favour of something more visible. Sealing the gaps where conditioned air escapes — around the attic hatch, at the top plates, around penetrations, at the rim joist — costs comparatively little and reduces load immediately.
In New England there is a second benefit: air leaking into a cold attic melts roof snow, which refreezes at the eaves as an ice dam. Air sealing addresses the cause. Insulation alone does not.
2. Insulation. After sealing, not before. Attic first — it is the cheapest and the highest-impact. Then walls, then the basement or crawlspace rim joist.
3. Windows, last. Window replacement is the most-marketed efficiency upgrade and usually the worst investment on payback alone. It is expensive, the savings are modest relative to sealing and insulation, and on older homes it can remove character that carries real market value. Restoring original sashes with good storm windows performs comparably at a fraction of the cost. Replace windows when they have failed, not to save energy.
4. Heating and cooling equipment, once the envelope is fixed. Sizing equipment for a leaky house means buying a bigger system than you will need afterwards.
Do heat pumps actually work here?
Yes. This is the most common misconception in Massachusetts.
Cold-climate air-source heat pumps are rated to produce heat at temperatures well below what New England typically sees, and their performance in this climate is now well established. Mass Save has offered significant rebates for whole-home heat pump conversions, and the economics are strongest for homes currently on oil or propane, which are the expensive fuels.
Two things to get right: have the load properly calculated rather than sized by rule of thumb, and fix the envelope first. A heat pump in a leaky, under-insulated house will struggle and will cost more to run than the projections suggested — which is where most of the bad anecdotes come from.
If you have natural gas, the arithmetic is closer and depends on rates and on whether you also want air conditioning, which a heat pump provides.
Ground-source (geothermal) heat pumps are more efficient still and much more expensive to install, needing either land for loops or a well. They make sense on the right property with a long hold.
Solar
Massachusetts has supported residential solar through net metering and a series of incentive programmes, alongside the federal residential clean energy credit. The economics depend on roof orientation, shading, roof age and your consumption.
Two practical points. Replace an old roof before installing solar, not after — removing and reinstalling panels to reroof is an expensive avoidable cost. And understand the ownership structure: an owned system generally adds value at sale, while a leased system or a power purchase agreement creates a contract the buyer must assume, which complicates transactions and sometimes reduces the buyer pool.
What buyers should look at
- Ask for twelve months of actual utility bills. The single most informative document about a house's real running cost, and sellers rarely volunteer it.
- Heating system type, age and fuel. Oil is expensive and involves a tank with its own liabilities.
- Insulation levels, particularly the attic.
- Whether a Mass Save assessment has been done, and what it recommended.
- Solar ownership, if present.
Does efficiency work add resale value?
Some of it, visibly: a modern efficient heating system, an owned solar array, documented low utility costs. Some of it invisibly: air sealing and insulation do not photograph, but they show up in the bills you can show a buyer, and they make the house more comfortable to live in for as long as you own it.
Do it for the running cost and the comfort. Treat any resale premium as a bonus.
